This enables you to log into the container to run the same tests inside gdb so you can debug. The "--privileged" part enables you to use breakpoints inside gdb in a container. The "-v" part maps the current directory (with the GPGPU-Sim source code you want to test) into the container. The string "aamodt/gpgpu-sim_regress:latest" is a tag for a container setup to run regressions which will be downloaded from docker hub. The portion starting with /bin/bash is a set of commands run inside a bash shell inside the container. E.g., the command start_torque.sh starts up a queue manager inside the container.
